I couldn't find an image of the flag of Susudel, but the ribbon on the coat of arms is most likely the flag (the cantonal and provincial flags are different).

The coat of arms of Susudel is clearly inspired from the coat of arms of Ecuador. It depicts a condor with three ribbons
(green appears to read Parroquia; blue appears to read Susudel; yellow the parochialization year of 1997). Out of these three
ribbons comes the colors of the flag of Susudel: yellow, green, and blue. The image within the oval surrounded by the flag depicts a
typical scenery within the area, of a sunrise over the rolling hills of the area. It also depicts the church in Susudel, the León
River with a cogwheel over it likely signifying hard work, and a man tending to his livestock. Although no information is specifically known
about the coat of arms, what it symbolizes can be inferred rather easily.
