Shield Gules with mount Vert issuant from base, a knight nimbed Or, coated Azure and mounted on a horse passant Argent and bridled Or, he is dividing his coat by a sword Argent hilted Or in bend sinister, in front of him a kneeling man Argent dressed by an apron Or.
Meaning:
It is one of the many scenes displaying St. Martin and the beggar. St. Martin is the local patron saint. Already the oldest seal from the middle of the 14th century displayed that scene with a circumscription "NOVA CIVITAS REGNO BOEMIE FIDELI(TER) UNITA S(IT)" (something like: "may the new city happily be united with the Bohemian Kingdom"). The horse had been charged in base by the Bohemian lion shield, as the city than belonged to the Kingdom of Böhmen. So did later seals from 1516 and 1594. Neustadt was first mentioned as a city in 1232 and belonged to the kingdom between 1353 and 1575, afterwards to the Counts of Lobkowitz. The existence of arms is proven since 1812 without lion shield and 1819 on the mayor´s medal with lion shield. Since 1819 new arms developed, displaying on a shield parted per fess a double queued Bohemian lion issuant above and on a golden field a mark consisting of two initials "H". Though its origin had been unknown, it had been widespread in literature, bacame the official city arms and was displayed on the city seal between 1920 and 1928. The oldest arms were restored in 1927.

The banner probably has never been approved officially. The arms were in use since 1812 and were approved on 29 July 1819 by Minister of Foreign Affairs of Bayern and confirmed in 1927 by Minister of Interior of Bayern.
