It is a yellow-blue-yellow vertical triband with arms shifted to the top.

Neustadt County Coat of Arms

Shield parted per pale; at dexter Sable a lion rapant Or, crowned, armed and tongued Gules; at sinister parted per fess, above Azure three 6-point stars Or ordered 2:1, beneath Argent a fess Azure.
Meaning:
The lion is the Palatine Lion, as a large part of the area was for many centuries ruled by the Palatine Counts of Pfalz-Sulzbach. The three stars are taken from the arms of the Princes of Lobkowitz, who owned the County of Störnstein in the nowadays county. The bars are the arms of the Landgraves of Leuchtenberg, who also had many possessions in the area, until they died out in 1647.

The banner was approved 21 June 1983. The coat of arms was approved 22 December 1954 and confirmed on 22 March 1977.
