It is a navy blue horizontal flag featuring the four laurel wreaths in each corner in yellow color, bearing on top the inscription "Hải quân Việt Nam" (Viet Nam Navy) and below the motto Tổ quốc - Đại dương ("The Fatherland - The Ocean").
