This is the flags of the Explorer Scouts. It was an element of the Boy
Scouts, and perhaps still is. I believe this flag dates to the late 1950s to
early 60s, and is approximately 8 inches by 12 inches.

Within the Boy Scouts of America, Air Scouts was
established in 1941, renamed Air Explorers in 1949, and merged into Explorer
Scouts in 1965. Explorer Scouts itself ceased to be a traditional Scouting
program in 1998, and is now known as Exploring, a program operated by Learning
for Life, an affiliate of the BSA.
