The Ligonier borough send me a pdf which contains a photograph of the flag, along with information about it, which reads as follows.

Our Flag

On July 11, 1968
the borough council adopted the following resolution

Resolution

Whereas, the Borough of Ligonier has a long an illustrious history, and,
Whereas, it is seemly and fitting that the Borough of Ligonier adopt and official flag to be displayed at Borough Buildings and on appropriate occasions elsewhere:
Be it Resolved, and it is herby resolved by the Council of the Borough of Ligonier in session lawfully assembled this 11th day of July, in the year of our Lord, one thousand nine hundred and sixty eight (A.D. 1968), that a committee be appointed by said Council to design an appropriate flag for said Borough and to present it to this Council for approval.
President Naugle appointed the following committee to design a Borough Flag: A. R. Erdmann, Chairman, Nevin Weller, Charles Mathews, Emma Bracken and Connie Naugle.

A replica of our flag was made and presented to the president of the Council, City of Ligonier, Indiana at a public ceremony held on October 2, 1976 at Ligonier, Pennsylvania. End of resolution

For those wondering about the symbolism, which the resolution does not include, the fort inside of the arrowhead refers to Fort Ligonier, which was a British fortification used during the French and Indian war, it was attacked by enemy natives, but was never captured and was used as a post for Fort Pitt.
