[Mahoning County, Ohio, US] has an image of a flagpole bearing 3 flags- US, Ohio, and a third one, white with a gold device and some additional detail very hard to see. Fortunately there is a graphic of the third flag at the top of the page which provides a little more detail- the flag is trapezoidal like Ohio's, there is seal-like emblem set towards the hoist bearing what seems to be a gold map . Black [or maybe dark blue] and red stripes come from the top and bottom near the hoist and turn towards the fly end, going beneath the emblem, and the letters USA [black/red/black] are placed over them.
