Although at first glance, this flag appears to have a Soviet style, it is
worth noting that such emblems have some pre-Soviet ancestry: the wreaths of
grain, typically used as "frames" of the emblems, were originally used in a
similar way with the arms of Imperial Russian governorates ("guberniyas") and
regions ("oblasts"), surrounding the shields of arms. I have seen some examples
of those in the Great Soviet Encyclopedia, although most of the arms were
depicted without them, with the shield only shown. Actually, the arms of Russian
SFSR and Ukrainian SSR had also had the wreath surrounding the shield, while the
other republics' arms had ditched the shields altogether, using the wreaths to
frame the composition.
Consequently, without learning more about this
emblem, we cannot say if it was really inspired by some Soviet design, or a
pre-Soviet one - what if its creator had some connections with the White Russian
diaspora, or even with those who might have emigrated prior to the revolution?
