I took some time to look at photos of the council chambers, but no sign of
the flag, e.g.,
https://www.clintonherald.com/news/local_news. It does not show up at Google
maps at the City Hall nor its Iconic Windmill. This flag may not be official, or
real for that matter, until further research can be done.

This image at https://commons.wikimedia.org is stretched horizontally. I’m not saying that due to the shape of the white area, which could be indeed an horizontally oblong ellipse, not a circle — however the two mill wheel paddles shown in the horizontal position are longer than the one that’s shown in the vertical position. So, unless this is one really unusual windmill, this image is distorted.
This photo of an actual flag at
https://flagladyusa.com/products/fulton-illinois-flags appears to be
distorted too. A flag could be produced with an unrealistic image on it, by
design or by mistake. But I bet this is not an actual flag, just the same JPEG
from Commons automatically pasted onto a template. I squeezed it by 82% to make
the windmill paddles the same length in the image above.
