The flag and arms of Škofljica are prescribed by Decision Odlok o grbu, zastavi, žigih in občinskem prazniku Občine Škofljica, adopted on 11 July 2001, and published in the official Slovene gazette Uradni list Republike Slovenije, 67/2001.
According to Rinaldo Stanić, co-author of the most recent book on the Slovene municipal symbols [j2s05], the flag and arms sere designed by Iztok Lipovšek.
The flag is rectangular, in ratio 2:5, horizontally divided
green-yellow-green with a yellow square at hoist containing the
attribute from the coat of arms, a curlew

The source for the images is the
municipal
website.
The colour specifications, not included in the Decision, are listed by Stanič & Jakopič [j2s05] as follows:

The coat of arms of Škofljica is "Or on a base vert a curlew proper".
The curlew is typical of the marshy regions that surrounds
Ljubljana, and common in marshy areas throughout Europe.
