Koper is an important port in the "head of Istria" peninsula (hence the Italian name Capodistria). The municipality is bilingual. Its official name is Mestna občina Koper - Commune Città di Capodistria.

The flag and arms of Koper are prescribed by Decision Odlok o grbu, znaku, zastavi in drugih elementih celostne podobe Mestne občine Koper, adopted on 18 January 1997 and published in the official local gazette Uradne objave, 3/98, amended by Spremembe in dopolnitve odloka o grbu, znaku, zastavi in drugih elementih celostne podobe Mestne občine Koper published in Uradne objave, 6/98.
The flag is prescribed in the shape of a "horizontal rectangle", in proportions 1:2, blue with the municipal symbol in the middle.
There is no vertical flag prescribed, but such a flag is used, with the emblem properly rotated, as shown on a photo taken in February 2006.
The colour specifications, as given by Stanič & Jakopič [j2s05], from the Decision, are:
- Yellow: Pantone 108, for the center of the sun face and the inner part of the straight rays of the sun;
- Yellow: Pantone 116, for the wavy rays and the edges of the straight rays of the sun;
- Golden yellow: Pantone 110, for the center lines, the outer edge of the rays and the shield outline;
- Blue: Pantone 312.
The symbols are prescribed in the amended municipal statutes Spremembe in dopolnitve Statuta Mestne občine Koper / Modifiche e integrazioni allo Statuto del Comune Cittá di Capodistria (text), adopted on 23 October 1997 and published on 11 November 1997 in Uradne objave, 37/1997.
Article 8 of the original statutes (Uradne objave, 9/1995) was amended as:
The community shall have a coat of arms, a smybol and a flag.
The coat of arms is shield-shaped. In the centre of the shield on a blue background is set a yellow stylized sun.
The symbol is the yellow stylized sun, as used on the coat of arms.
The flag is blue. In the centre of it is set symetrically the symbol of the municipality.
The geometric, artistic and colour rules for production of the coat of arms, the symbol, the flag, the logotype and other elements of the visual identity and the modes, rights and requirements for the use of the coat of arms, the symbol, the flag and the logotype and the other elements of the visual identity shall be determined with a special decision of the municipality.

In 1997 Koper adopted a new artistical rendition of the coat of arms, based on a stone carving preserved in the town, but retaining the basic design of the previously used arms. The sun without the shield shape is called "the symbol of the municipality".

The former municipal flag of Koper was blue with the former coat of arms in the middle. The sun was symbolically shown as made of eight curved elements.

The port of Koper (Luka Koper) is Slovenia's only significant commercial port. A fairly minor player historically, it was expanded some following the fall of Yugoslavia, though it is still dwarfed by Rijeka and Trieste.
The Port of Koper Authority's flag and pennant (photo) are divided white/blue with the Port's logo (specifications) near hoist, on the flag including the words "LUKA KOPER" (maybe on the pennant as well, the fly is obscured on the photo.) If the logo were centered, the division of the pennant would be unequal.

Burgee of Yacht Club Jadro - Image by Ivan Sache, 6 October 2001
According to the yacht club website, the burgee is horizontally divided yellow-blue-yellow-blue-yellow, apparently 1:1:2:1:1. Y.C. Jadro is written in blue in the median yellow stripe, in cursive letters that are quite well approximated the by New Berolina TM font.
