This is the organisational flag of the Singapore Police Force (SPF).

Album des Pavillons (2000) describes three
pennants, "Police Coast Guard Vessels" pennant, "Police Coast Guard Staff"
pennant and the "Police Coast Guard Command" pennant. I e-mailed to the PCG on
the existence of these pennants and they replied, "At present, PCG vessel only
displays the Police ensign flag (the State Ensign).
All the pennants you mention PCG is no longer using."

White trapezoidal pennant with a red border all around, and a blue anchor behind a shield of arms and above inscription MARINE POLICE.

Blue trapezoidal pennant with a white disk containing a white (blue lined)
anchor behind a shield of arms and above inscription MARINE POLICE.
It seems that there are "remnants" of the shield supporters around it on the
images in
Album des Pavillons (2000). Whether this is
because the removal of the supporters was not done efficiently by the graphical
editor, or possibly because the supporters should be there but somehow vanished
in error, I can not say.

In an old issue of the Croatian military magazine "Hrvatski vojnik",
issue nr. 30 of December 1997, on page 70, is a photo of the Singaporean boat
FB-42 displaying a white ensign with some symbols in it. See
http://hrvatski-vojnik.hr/pdfmagazin/hv_030_95-04.pdf.
The caption is
of not much help, stating that it is a boat of the FB 31 class used for coastal
patrols and rescue as part of the coastal patrol squadron. It is stated above
that Marine Police pennants shown above, as reported by the 2000 Album and a
2003 report from the officials of the SG police, were no longer in use in
2000-2003, and that only the blue state ensign was used by these vessels.
However, the photo we have here is pre-1997 and something else might have been
in use at that time - although not the pennants reported by the Album.
Also on page 73 there is a photo of a PT class police boat, flying indeed the
blue state ensign but also some king of triangular pennant as a jack - possibly
blue inscribed white "POLICE"...
