Album des pavillons nationaux et des marques distinctives (National flags and distinctive markings) 2000 edition [pay00] shows a blue flag with two white fimbriated red equilateral triangles in the centre, one over the other, as being used by the Sudanese Customs service.  The downward-pointing star one is behind the upward-pointing star, like Magen David (Star of David) on the flag of Israel, but the triangles are not interlaced in the usual way the Magen David is represented.

Customs Ensign (1956 - 1970)

According to Flags of the World by EMC Barraclough (1969) [bar69], the Sudanese Customs Service used a blue flag with two white equilateral triangles charged with a red triangle. One triangle was inverted on top of the other. I believe that this flag's usage was discontinued when the new national flag of Sudan was adopted in 1970.

My source (including a black and white illustration on p. 250) is Flags of the World by H Gresham Carr (1961) [car61], It shows much thicker red lines, so that the white ones are a fimbriation.
