White flag with red cross throughout and the national flag in canton. The width of the red cross beams is no doubt 1/6 of hoist, as in the British tradition.

According to Album des Flottes de Combat, 2000, the Solomon Islands do have a Navy, with 4 patrol boats, 2 landing crafts and 2 research ships; the same book does not mention any government ships (other than Navy).
