White flag with emblem is the first flag of Elista — adopted 6, February, 1998. The other one is a modern flag adopted 26, Aug, 2004.
Victor Lomantsov, 08 Jun 2007

(This page shows an image of the flag in a quite unusual way: the actual image contains only the emblem, being the 2:3 white background made by an HTML table around it.) The emblem is describable as a coat of arms: Per pale azure a sun or and vert three houses argent lined or per pale, on a pale gules the lettering "ᡄᠯᡄᠰᡐᡉᡉ᠅" (Mongol script for "Elestüü⁘"); for crown a Buddhist pagoda roof gules charged with a lotus (as on the republic’s flag) argent lined or above the lettering "ЭЛСТ · ЭЛИСТА" (Cyrillic script for "Êlst · Êlista"); all edges of the crown and shield, including the fess’s edges, lined or.
