It is a typical Portuguese communal flag, with the coat of arms centred on a plain green field.

Shield Argent, a flamy sword Gules pointing downwards balancing a pair of scales Sable, flanked by two lyres Azure stringed Sable, the whole surrounded by two rushes Vert tied Gules in base. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "JUNQUEIRA - VALE DE CAMBRA".
Meaning:
Sword and scales are attributes of St. Michael, the local patron saint. The rushes (Port.: juncos) are probably canting elements.
