It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a yellow and blue gyronny (city rank) background.

The arms are Or an embattled tower Gules masoned and port and windows Sable between two oaks Vert eradicated of the same and bellow a 6-point star Azure. Mural crown argent with five visible towers (city rank) and white scroll reading in black upper case letters scroll reading in black upper case letters "CIDADE DE SEIA".
Meaning:
The star refers to the the eponym local mountain range, Serra da Estrela, while the other elements, I guess, have trivial meanings. The original wording is "torre torreada", which means something like "towered tower" and means that the base of the tower is wider and there is a crenelly "balcony" all around the tower at mid-height; almost like a castle with a single tower.

Seia municipality had 28 144 inhabitants in 2001, and it consists of 21 communes, covering 435,92 km². It is part of Guarda District District, traditional province Beira Alta, 1999 ref. adm. region Beira Interior, C.C.R. / NUTS II Centro, and NUTS III Serra da Estrela.
