It is a fairly typical Portuguese communal flag, with the coat of arms centred on background quarterly divided into blue and white.
On shield azure a belfry argent with bell or in open window; a sun radiant or with face on dexter chief point. Mural crown argent with three vidible towers (village rank); white scroll with inscription in black capitals "FREGUESIA DE PONTA DO SOL"
Source: I spotted this flag in front of the townhall of Ponta do Sol on 16 February 2012.
