It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of green and white.

Shield Argent, a Papal cross Gules (blazon says: "cross with three arms"), surrounded by three eradicated chestnut trees Vert fruited Or ordered 2:1. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in upper case letters "SOUTO - PENEDONO".
Meaning:
"Souto" means "chestnut grove" - these arms are therefore partly canting. I have no idea about the cross.

Souto is one of the seven communes of Penedono Municipality; it had 317 inhabitants in 2011 and covers 15.3 km².
