About the Flag

It is a quite typical Portuguese municipal flag, with the coat of arms centred on a quartered background (town rank) of white and blue.

Before 1986.03.19 the background was plain white and the scroll read "VILA DE PENAMACOR". This flag and arms was adopted and published in the official journal _Diário do Governo : I Série_ in 1938.03.02.

Coat of arms

The arms are Azure a sword and a key both Argent and lined Sable set in Pale and pointing downwards flanking a crescent Argent in chief ans interwinned by three coils of rope Gules knotted at the bottom. Mural crown argent with four visible towers (town rank) and white scroll reading in black upper case letters "PENAMACOR". This flag was adopted and published in the official journal Diário do Governo : I Série in 1986.03.19 -- I don't know the motive for these changes; it was not a case of status upgrade, as often, for Penamacor was and remained a town.
António Martins-Tuválkin, 9 Jan 2007

Meaning:
The coat of arms was devised by Affonso Dornellas, one of the founders of modern Portuguese subnational heraldry, and the symbolism of the chosen elements is:
1) Sword: Because Penamacor is a fortified settlement
2) Key: Because Penamacor is a borderline settlement
3) (thus) Rope: military defense of the border
4) Crescent: Moorish origin of the town
