It is a fairily typical Portuguese municipal flag, with the coat of arms centred on a blue over red background gyronny (city rank)(city rank).

The arms are Azure on a sand ground Proper a representation of a Moorish town Or masoned Sable with port and windows Sable and on the dexter chief the Virgin Mary clad Gules and mantled Azure holding Her Babe unclad and issuant from a cloud Argent. Mural crown argent with five visible towers (city rank), full collar of the Tower and Sword Honorific Order and white scroll reading in black upper case letters "MUNICÍPIO DE OVAR".

Flag and arms have never been officially adopted, for well-founded heraldic reasons. This issue has been repeatedly addressed since the dawn of modern Portuguese local heraldry, in the early 1930ies, and is one of the running gags about its contrasts between practice and theory.
According to < http://www.alvarosantos.eu/blog/imagem/060907180433.pdf > (p.13), the issue was once again discusseed by the municipal government in 2006.02.16, upon a proposal by Delfim Bismark Ferreira, and was decided (Delib. nš72/2006) to pick the issue again in a later date. (No further news.)

Presentation of Ovar

Ovar municipality had 55198 inhabitants in 2001, and it consists of 5 communes, covering 149,88 km². It is part of Aveiro District, traditional province and 1999 ref. adm. region Beira Litoral, C.C.R. / NUTS II Centro, and NUTS III Baixo Vouga.
