It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.

Shield Azure semy of heraldic roses Argent seeded Gules and barbed Or, in the centre an inescutcheon Or charged with four pallets Gules. Mural crown Argent with three visible towers (village rank) and white scroll reading "SANTA ISABEL - LISBOA" in black upper case letters.
Meaning:
The whole ensemble is alluding to the Aragonese Queen St. Isabel. The inescutcheon is that one of the Aragonese Kingdom and the the roses are alluding to a miracle of the saint, changing bread into roses.

Shield Gules, an open book and a roo ftil, all in Or garnished Sable and ordered per fess, in central chief a voided cross fleury Argent, in base a set of windmill sails rigged Argent. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "SANTO CONDESTÁVEL - LISBOA".
Meaning:
The cross in chief refers to the Christ Knights' Order.
