It is a fairly typical Portuguese municipal flag, with the coat of arms centred on red and white gyronny (city rank) background.

The arms are issuant from a campaign Vert emphasised Sable charged with a fess wavy Argent itself charged with a fess wavy Azure a castle Gules with port and windows Argent with an 8-point star Gules under each of the two lateral towers between two parassol pines Verty fruited Or and trunked Sable each surmounted by a raven Sable facing inwards. Mural crown argent with five visible towers (city rank), white scroll reading in black upper case letters "CIDADE DE LEIRIA".
Leiria is one of the 40 "ancient" (pre-1973) Portuguese cities.

Leiria municipality had 125 949 inhabitants in 2001 and consists of 18 communes covering 564,66 km². It is part of Leiria District, traditional province and 1999 ref. adm. region Beira Littoral, C.C.R. / NUTS II Centro, and NUTS III Pinhal Litoral.
