It is a typical Portuguese communal flag, with the coat of arms centred on a plain green background (village rank).

The arms are Argent a fountain Sable flanked by two grapevines Proper fruited Purpure. In chief a cross patty Gules voided Argent. Mural crown argent with three visible towers (village rank) and white scroll reading in black upper case letters "SANTA MARIA DA DEVESA".
Meaning:
The cross belongs to the Christ Knights Order. The grapevines are symbolizing viticulture. The fountain probably is a local building.
Source: I spotted this flag in the local tourist office on 1 October 2013.
