It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of white and blue. In this case we can in practice see this as a case of a given entity having changed in a its flag (and CoA) following the change of it its territorial makeup and of its formal name, even though the abbreviated and common name remained the same.

Shield Azure a fountain effervescent Argent, in chief a fig leaf Or at dexter and a grape bunch Or leafed Argent at sinister. Mural crown Argent with four visible towers (village rank) and white scroll reading in black upper case serifed letters forming two lines of text with different sizes "VIDAGO (UNIÃO DAS FREGUESIAS DE VIDAGO, ARCOSSÓ, SELHARIZ E VILARINHO DAS PARANHEIRAS)" (see left flag image above). Simplified versions (see right flag image above) with only the word "VIDAGO" are likely to emerge.
Meaning:
Vidago is nationally famous for its bottled water; the fountain on the arms may allude to that. The official blazon describes this as three charges set per chevron instead of a main charge plus two minor ones in chief, but that doesn´t fully match the known image.

Vidago is one of the six communes of Chaves Municipality created by a merger during the 2013 changes. It had 1728 inhabitants in 2021 and covers 24,57 km².

Shield Argent a belfry roofed Argent (yep that´s Argent on Argent — don´t ask me) with port and windows Gules and bell and cross Sable, flanked by two pines eradicated Vert and a fountain effervescent Azure all set in cross. Mural crown Argent with four visible towers (village rank) and white scroll reading in black upper case serifed letters "VIDAGO".
Meaning:
As said, Vidago is nation wide famous for its bottled water; the fountain on the arms may allude to that.

This former commune apparently used for some time a coat of arms that has never been approved officially, although, guessing from its aspect, it might have been created in the usual fashion and the process of approval was just cancelled when the commune itself ceased to exist. If so, a flag was created at the same time as the coat of arms, as it’s always
the case with symbols created by the CHAAP or meant to be pre-approved by it. The symbols were established by CHAAP on 27 May 2008.

Meaning:
The arms are rather referring to local hydro power, vineyards, and the Order of Saint Francis, represented by the cordon, the attribute of the the founder of the order and local patron saint.
