It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of blue and white.

Shield Gules with base wavy of Argent and Azure, a tower Argent masoned Sable flanked by two keys Or with their wards pointing inwards in pale, in chief a palm frond Or in bend between two stones Argent. Mural crown Argent with four visible towers (village rank) and white scroll reading in black upper case serifed letters "SANTO ESTÊVÃO - CHAVES".
Meaning:
The stones are his personal attribute and the palm frond as common attribute for any martyr are related to St. Stephen, the local patron saint of the catholic parish it
derived from in 1840 and its name giver.

Santo Estêvão was one of the 30 communes of Chaves Municipality not affected by the 2013 changes ; it had 543 inhabitants in 2021 and covers 8,67 km².
