Carvalho e Basto (Santa Tecla) is one of the five communes of Celorico de Basto Municipality created by a merger during the 2013 changes. It had 942 inhabitants in 2021 and covers 10,03 km².

Shield Or an oak twig Vert fruited Gules, in dexter chief a pair of scales Gules cordoned Sable, held up by a sword flamant Gules, in sinister chief a basket Gules. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case serifed letters "CARVALHO - CELORICO DE BASTO".
Meaning:
The word "carvalho" means "oak" (of any type), and these arms are thus partly canting. Sword and scales are attributes of St. Michael, the local patron saint.
