It is a slightly untypical Portuguese communal flag, with the coat of arms centred on a field quartered of yellow and blue (town rank).

The arms are Argent three bars wavy Azure, bordure Sable charged with eight branches of orange tree Vert fruited proper. Mural crown argent with four visible towers (town rank) and white scroll reading in black upper case letters "CEIRA".
Please note that the arms on flag are not the same, displayed on the municipal webpage of Coimbra. This flag was the only one, having sewn the arms onto the sheet (all others were printed).

The arms are Or, a millwheel Gules over a base wavy of Sable and Argent, in central chief a 7-point star Sable, in dexter and sinister chief an oak seedling proper. Mural crown argent with four visible towers (town rank) and white scroll reading in black upper case letters "VILA DE CEIRA".

Ceira is one of the 31 communes of Coimbra Municipality (q.v.); it had 3701 inhabitants in 2011 and covers 12,43 km².
