It is a typical Portuguese communal flag, with the coat of arms centred on a plain blue field.

Shield Argent a Marian crown Azure bejewelled Or and two maize cobs Or leafed Vert set one and two, issuant from flanches and from a base wavy Azure charged with a barrulet wavy Argent a single-arch bridge Sable masoned Argent. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case serifed letters "COVAS DO BARROSO".
Meaning:
The Marian crown is this time topped with a dove, so it is the third different topping in a few neighbouring communes. I´d call this a Holy Ghost crown. It is also blue, but blazoned as such and we have seen golden crowns blazoned as Marian too. And St. Mary is the localpatron saint.

Covas do Barroso was one of the five communes of Boticas Municipality not affected by the 2013 changes ; it had 191 inhabitants in 2021 and covers 29,58 km².
