It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field.

Shield Gules, in chief a pair of keys crossed per saltire, the bendy one Or and the sinister bendy one Argent, in centre a throughout wall Argent masoned Sable with open gate Gules and issuant from a bar wavy Argent, charged with a barrulet wavy Azure. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "COUTO - ARCOS DE VALDEVEZ".
Meaning:
The bar wavy is representing the rivers Vez and Ázere. The pair of keys is an attribute of St. Peter, the local patron saint.
