This flag is of Knox College, as far as I know the only college at Otago University, NZ to have its own flag.
"Colleges" at New Zealand universities are differen to colleges at US or UK universities. They are for the most part purely living accommodation for students, and are often called student hostels ("Dorms", if you like). Knox is unique among Otago's dozen or so colleges in that it started its life as a theological study centre, and still has close affiliations with the university's religious studies department, which has its library at the college.
The flag of the college has a St. Andrew's saltire in "Russian"
pattern (i.e., blue on white, rather than the Scottish white on
blue), on which is placed a dove (presumably Noah's), carrying a twig
in its mouth.
