The Federal National Democratic Forum is an
umbrella organization of the Federal Limbuwan Autonomous State Council,
Khumbuwan State, Tamagsaling Autonomus State Council, and United Tharu National
Front including 13 other ethnic fronts. It is an ethnically-based group
representing the Rai, Limbu, and Tamang communities that got registered as a
political party in January 2008. The Forum advocates the abolition of monarchy,
completely proportional elections based on ethnic lines, and the right to
self-determination, as preconditions for the 2008 CA elections. The FDNF defines
itself as an ethnically based democratic party. Most of the leaders of this
party come from mixed ideological backgrounds like the Nepali Congress, UML,
CPN-Maoist, and Janamukti Party.
The party has a rotating presidency from
each front organization. Kamal Charahang from the Rai front has been replaced by
D.K. Buddhist of the Tamangsaling Autonomous State Council as the President.
Kumar Lingden serves as the General Secretary and Khagendra Mathing as its
Secretary; the Central Committee comprises 21 members.
The party’s
manifesto proposes a Presidium with five representatives from indigenous groups,
Tarai, Dalits, Aryans as well as women who will elect the President; the
President would be the head of the state of Nepal on rotation. There would be a
directly elected Prime Minister with full executive authority to run the
government. They party proposes 10 autonomous regions which include Limbuwan,
Khumbuwan, Tamangsaling, Tharuhat, Magarat, Newa Khasan, Mithila, Bhojpur with
the right to self-determination, similar to the Maoists, based along ethnic
lines.
FDNF has won two seats in the Constituent Assembly. Full list of
