Proposal 1 - made around October, 1814 the designer is unknown.
There were a total of 24 images on the proposal page. The source
document is extremely small. These images have been redone from
the original document to add clarity.
For the purposes of the description, the gridwork starts at the
upper left corner and proceeds down the page, then to the second
image on the top row, etc. This corresponds to the designer's numbering pattern.
Sketches 1, 2, 17 and 21 are variations of the Scandinavian cross.
For the last image (21), the cross appears blue with blue borders
at the top and bottom of the flag.
Sketches 17 and 18 feature a variation on the pattern of the
tricolor (which is represented in sketches 23 and 24.
The vertical bars, however, are shifted towards the hoist of the
flag, similar to the shift in the arms of the Scandinavian cross.
The color of the flag in sketch 15 through 20 appears blue in
the source document. In sketch 15, there is a white circle on
a red diamond within the field of the flag; in sketch 16, a red
circle in a blue diamond on the white field.
Closeups of sketches 17 through 24 are below:
