According to the Organic and Ordinary Laws of 16 February 1999, New
Caledonia is divided in three provinces administrated by Provincial
Assemblies, whose reunion forms the Congress:
- North Province (9,582.6 sq. km), made of the northern part of Grande Terre and the archipelago of Bélap, with 41,413 inhabitants, that is 21% of the population of New Caledonia. It includes the municipalities of Bélep,
Poum, Ouegoa, Pouebo, Hienghène, Touho, Poindimié, Ponerihouen,
Houailou, Canala, Koumac, Kaala-Gomen, Kouaoua,Voh, Koné and Pouembout.
- South Province (7,012 sq. km), made of the southern part of Grande Terre and
Ile des Pins, with 134,546 inhabitants, that is 68.4% of the population
of New Caledonia. It includes the municipalities of Ile des Pins,
Mont-Doré, Nouméa, Dumbéa, Païta, Bouloupari, La Foa, Moindou,
Sarraméa, Farino, Bourail, Thio and Yaté.
- Loyauté Islands Province (1980.9 sq. km), made of the four islands of Maré,
Lifou, Ouvéa and Tiga, with 20,877 inhabitants, that is 10.6% of the
inhabitants of New Caledonia.
The municipality of Poya is split between the North and South
provinces, following a decision of the State Council.

The flag of the Loyauté Islands Province is white with the province's logo, made of a yellow disk charged with a black rooftop spear superimposed to a white map of the province.The writing "PROVINCE ILES", in black Italic letters is placed below the emblem.
The lack of the writing "NOUVELLE-CALEDONIE" and
the use of the Kanak rooftop spear and yellow disk recall that the Kanak population is
dominant in the the Province, which is an independentist
stronghold (all of the 14 representatives are from independentist parties).

The flag of the North Province is white with the province's logo, made of a black rooftop spear superimposed to the blue map of the province. The writing "PROVINCE NORD", in black Italic letters is placed below the emblem.

the use of the Kanak rooftop spear recall that the Kanak population is
dominant in the the North Province, which is an independentist
stronghold (20 out of 22 representatives are from independentist parties).

The flag of the South Province is white with the province's logo, made of a blue sail with a blue-white-red face, placed over two blue waves and the writing "PROVINCE SUD" (italic blue letters) / NOUVELLE-CALEDONIE (brown letters).
The blue-white-red face and the "NOUVELLE-CALEDONIE"
writing recall that the population of European origin is dominant in
the province; the provincial assembly is ruled by anti-
independentist parties (36 out of 40 representatives).
