Flag

I'm glad to tell you that another Mexican state has officially adopted a flag. That is the case of Guerrero, to the South of Mexico, whose capital city is Chilpancingo but it is better known for having heavenly places such as Acapulco, Ixtapa and Zihuatanejo in the Ocean Pacific Coast. A series of reforms made to the state constitution published in April 2016 recognize the state symbols in the following terms:

POLITICAL CONSTITUTION OF THE FREE AND SOVEREIGN STATE OF GUERRERO

TITLE III Of the Guerrerenses

SECTION IV. Symbols of the state

Article 31. The citizens of the State of Guerrero recognize as their identity and belonging symbols towards their political community:

1. The flag and the coat of arms
2. The State Motto: “Mi patria es primero” (My fatherland is first)
3. The “Anthem to Vicente Guerrero”.

Respective laws will rule the features and usage of the State symbols and anthem.

TRANSITORY ARTICLES

FIRST. This Decree will enter into force thirty business days after its publication in the Official Gazette of the State Government.

THIRD. The Congress of the State of Guerrero shall approve and reform, within a term not exceeding twenty-four months, counted from the entry into force of this Decree, the laws that are pertinent to make the legislation according to the new constitutional provisions

As you can see, the government was set to have twenty-four months to approve and reform the laws concerning the new amendments, but later the threshold was set up to 15 March 2017. The Law ruling article 31 of the amended State constitution was published on the official journal on 31 July 2018 in force thirty days after its publication. Regarding the flag, the Law states:

LAW NUMBER 761 On the Symbols of Identity and Belonging to the State of Guerrero

Chapter I
General Provisions

Article 1. The present Law is regulatory of article 31 of the Political Constitution of the Free and Sovereign State of Guerrero (...) Its purpose is to regulate the features, distribution, and usage of the identity and belonging symbols such as: the State Flag and Coat of Arms, the Motto Mi Patris es Primero (My Fatherland is First) and the "Hymn to Vicente Guerrero"; as well as, to regulate the corresponding to the civic calendar of the State for the diffusion and promotion.

Chapter II
State Symbols

Article 5. The Flag and the State Coat of arms, the motto Mi Patria es Primero (My Fatherland is First) and the Hymn to Vicente Guerrero, are symbols of identity and belonging of the people of the State of Guerrero, and must be honored and respected by all the inhabitants of the federative entity, nationals or foreigners.

Article 7. In official places the National Flag and the Flag of the State of Guerrero must be placed.

Chapter III
State Flag

Article 10. The Flag of the State of Guerrero is a rectangle with a white field with the Official coat of arms of the State of Guerrero in the center. The ratio between width and length of the flag is four to seven (...) It may carry a rope or cravatte of the same color bellow the truck.

A sample of the State Flag of Guerrero, authenticated by the three powers of the State, will remain stored in the State Regional Museum.

In civic parades it is mandatory to include the Flag of the State of Guerrero.

The State's Arms are among the most simpliest of the Mexican States. It is featured by a blue shield charged with a depiction of a "Tiger Knight", former Mexica high-rank soldier, wearing the traditional battle suit, made up mainly by jaguar skin, animal that was known by nahuatl people as "ocelotl"; holding with his left hand, in first plane, a typical Mexica shield, and with the right one a "Maccahuitl", something kind of attack weapon composed by a peace of wood on which sharp-edged stones are tied up. The shield is placed over a dark-red mantling. The crest is composed by a colorful royal plume.
The Coat of Arms may resemble the fact that region was controled by the Mexica.

The current State coat of arms was offically adopted by Decree number 41 of 20 December 1951 published in the official journal of 2 January 1952, during the regime of Governor Alejandro Gómez Maganda (1951 - 54).

The symbology in figures and colors is as follows:

The top is formed by a plume of eleven colored feathers. The yellow headband has a red stripe that symbolizes power. A cane or acatl (as it is said in Nahuatl) ends at the tip of an arrow supported in turn by a bow. The blue background represents the sky and the water. The tiger warrior holds in his right hand a macana in a horizontal position and in the left a shield with red, green, violet and yellow freckles. Bellow the shield there are nine fan-shaped feathers. On the spots of the tiger warrior's skin are the stars of the sky, representing Tezcatlipoca, Lord of the Night. The shield is a Nahuatl symbol and means "lord's cloak with power."

The coat of arms was confirmed in the subsequent decrees of 2011 and 2018.

Standard (2012 - 2018)

Law on the Motto and Coat of arms of the Free and Sovereign State of Guerrero, published on 16 December 2011, in force from 15 January 2012 to August 2018 in its article 3 stated:

ARTICLE 3.- A sample of the Official coat of arms of the Free and Sovereign State of Guerrero shall be placed on a standard in all grounds hold by the Executive, Legislative and Judicial Powers of the State, as well as the autonomous bodies that perform some state public function.
