This flag belongs to the Al-Ahli Sport Club (http://www.alahli.ly),
a sport club from Tripoli, Libya.

It was taken during a football match against Espérance Sportive de Tunis, in
which by the way, a fan flag for the other club, Espérance Sportive de Tunis is
seen here (probably another fan flag and not the official flag even though they
might look similar):

It's
important to notice that Al-Ahly or Al-Ahli (Arabic: الأهلي) is the Arabic for
"national" and several clubs in different countries have the same name. In fact,
we have one in Egypt featured on FOTW.

The
flag of Al-Ahli SC (Tripoli) is the coat of arms (https://upload.wikimedia.org/wikipedia/en/b/ba/Al-Ahli_SC_Tripoli_(logo).png) in the middle, as first reported by James Dignan, on March 4, 2011.
However, this seems to be a fan flag (although the official flag might look
very similar).
