The Liberian National Coast Guard, was established in 1959. In 1984 the Liberian
National Coast Guard contained about 450 personnel. The Coast Guard was retitled
the Liberian Navy in 1986 through the passage of The Liberian Navy Act of 1986.
However, as a result of the first and second Liberian civil wars, the navy lost
control of its bases and was reduced to an insignificant force. The Coast Guard
was reactivated in 2010, with an initial strength of 40 personnel who had been
trained in the United States.
While the Coast Guard has only six small
boats, so the naval jack and
masthead pennant likely are not used.
Flag of Coast Guard is blue
flag with its badge.

In February 2013, the U.S. Ambassador recommended that the Liberian
Government consider creating a Navy and an Air Force to defend the country’s
long coastline and air space, respectively. This page soverview the process and
activities of re-establishment forces, and also depicts a possible ensign of the
Navy:

I don’t
know whether this flag was the ensign of short-lived Liberian navy or this is a
proposal only of newly re-establishing naval force.
I haven’t found any
pictorial evidence of existence or real use.
