The city emblem was adopted on Nov 28th 2004 but there is no flag law.
The white flag has a blue city emblem in the center.
The city emblem is a combination of a stylized kanji 西 Sei and katakana ヨ Yo.
The blue color symbolizes a stream of a clear river, a blue sky and blue Uwa Sea,
the circle does a conformity of the citizen and a circle of an interchange.

I found that I made mistakes in two flag of Seiyo merger towns of Shirokawa
and Mikame, so I improved drawings.
