I came across a photograph which is in the collection of the Campbelltown City Library, Campbelltown, New South Wales, Australia. Koshigaya is described as a "sister city" of Campbelltown and the photograph is dated query 1988.
I could not see this flag featured on the web site of the City of Koshigaya, in fact it appears to use a different white on blue logo.
The emblem on the flag also appears on this Japanese web site (in Japanese).

Koshigaya city: adoption date of emblem: January 10, 1955; adoption date of flag: no legislation but found a photo of its flag on its website which is white flag charged with red emblem in the center.

The emblem was adopted 10 January 1955. Around the outside of the emblem are 10 overlapping incomplete circles, representing the union of 10 towns and villages. Inside that, four katakana ko コ are arranged in a circle, representing koshi 越 (to exceed), the first character of Koshigaya ("shi" may mean four). In the centre of the emblem is a stylised kanji gaya 谷 (valley).
The emblem was chosen after a contest open to the whole city. Designs were received from 86 people from 5 Nov to 15 Dec 1954. I think it says that 164 things were exhibited and judged by a committee. The winner was someone with surname Gorou, of Takahasi Road, Koshigaya house number 3,380.
