The city emblem was adopted on Sep 20th 2005 by Notice No 1
but there is no flag law.
The white flag has a green, a blue and a red three color city emblem in the center.
The city emblem is a stylized S of Senboku.
The green color stands for the forest, the blue color for water and the red color for
flowers.
It represents a wish for a reconciliation of Tazawa, Tsunodate and Nishiki three districts
and a harmonized development.

When I visited this city in 2008 and 2009, my host father worked for their
government and gave me a copy of the emblem law. It also contained the color
codes of DIC 2552 (green), DIC 182 (blue) and DIC 263 (red). There is also a
graphic design manual with two copies of the flag (big and small). The ratio
given for both flags is 2x3 and the emblem is placed in the middle of the flag
in about 68% of the width of the flag and about 45% of the flag length. However,
while on the length of the flag the emblem is centered, the width of the flag
does not have the emblem centered at all. It is shifted towards the bottom of
the flag. I have no clue when the manual was published but this is used by the
city government for all aspects of business, such as cards, signage and other
graphical elements.
