"The "Centro de Cooperación Regional
para la Educación de Adultos en América Latina y el Caribe, CREFAL (English:
Center for Regional Cooperation for Adult Education in Latin America and the
Caribbean ) was established between UNESCO and Mexico on September 11, 1950
first as "Centro Regional para la Formación de Personal y la Preparación de
Material de Educación de Base en América Latina" (English: Regional Center for
the Training of Personnel and the Preparation of Basic Education Material in
Latin America) with the purpose to establish a framework of regional cooperation
in education for youths and adults, through the training of specialized
personnel, research and systematization of knowledge, and dissemination and
exchange -between specialists, researchers, public officials and teachers-, of
information and experiences coming from educational institutions and
organizations. Then on March 8, 2000 it takes its current name"

The flag is a white horizontal
background with the logo (http://www.alianzaheartlandmex.org/site/wp-content/uploads/2015/10/CREFAL.png)
in the middle, as seen here (second flag from left to right):

it might lead one to think that there is a new flag as well, although no images
of this "new flag" have been located.
There's also this pennant (http://patzcuaro.pagesperso-orange.fr/mx/10/fotos/desfile%2010.jpg,
source:
http://patzcuaro.pagesperso-orange.fr/mx/10/16/10edde10.htm) which is a
picture dated 2010, which also leads to believe that there used to be another
old logo version.
