The flag of the Indira Gandhi National Open University (obtained from

In the photograph linked above, the flag is shown along with the national
flag and a blue ensign, either the Indian State Ensign or the Indian Naval
Reserve. Looking at the video posted on
Twitter, it appears to be a blue ensign with the Indian national flag in the
canton and the IGNOU logo in the lower fly. It's not clear what purpose this
flag has, though it may have something to do with the fact that Indira Gandhi
National Open University (IGNOU) is an arm of the Indian Government, with the
President of India as the university's chancellor. Is this blue ensign
representing the university as an official part of the Indian Government, while
the other one represents the university as an educational institution? Or is the
blue ensign related to the fact that the President of India, in her role as
University Chancellor, is giving the Commencement address?
