The desk flag of the Regional Council is bi-color white-blue, and
there could be changes when it is used as a hoisted flag. The
municipal emblem was published in the official gazette (Rashumot),
'Publications Gazette' section (Yalkut HaPirsumim), YP

The flag is indeed blue and white but in reverse colors from
the desk flag with blue on top. Photo at <www.sng.org.il>.
The Regional Council govern the communities of: Or HaNer, Erez,
Bror Hayyil, Gevim, Dorot, Kefar Azza, Nahal Oz, Mefalsim, Nir
Am, Ru'hama, Yekhini, Shikmim Ranch, Ibim Students Village and
Sapir Education and Community Campus.
