The flag is a white horizontal background with the logo in the middle, and what appears to be a top blue horizontal stripe. It is not clear
when the logo was updated to its current form, including the flag.

Regional Council of Shomeron (Samaria) is one of the six Regional Councils in Judea and Samaria District, covering what is known as 'C' areas of the West Bank. This Regional Council is the local authority of the Jewish settlements in Jenin, Tulkarem and most of Shkhem subdistricts and in its area (but not part of it) are the independent local authorities of Local Council of Qedumim, Local Council of Immanu'el, Local Council of Alfe Menashe, Local Council of Oranit, Local Council of Elqana, Local Council of Qarne Shomeron and Municipality of Ariel. Est. 1979, pop. 15,000. The above image is based on the desk flag, so there could be changes when used as a hoisted flag.

The emblem of Shomeron has not been formally adopted. Israeli municipalities in areas occupied since 1967 cannot register their emblems. The reason is that those areas are not legally part of Israel and according to international law they are governed by decrees of the military commander of the areas. Many Israeli laws are in force in those municipalities when adopted there by the military commander, but the Symbols/Emblems Protection Act of 1974 is not one of them.

Established on 19 April 1979 and govern 34 settlements but some are going to be evacuated according to PM Sharon's severing plan. English homepage at www.shomron.org.il.
I found some variants of the municipal flags at the official website:

- Black emblem on green at sdf.shomron.org.il/8.jpg
- Blue emblem on white at sdf.shomron.org.il/4.jpg.
I found also flag of Sha'are Tiqwa (Gates of Hope - one of the settlements) as logo on white at sdf.shomron.org.il/20.jpg. Emblem of Sha'are Tiqwa can be seen at sdf.shomron.org.il/2.jpg.
