Privlakaa is located 30 km north-west of Zadar, along the coast line, at the northernmost point of the large peninsula of Ravni Kotari. It has 2,199 inhabitants according to the 2001 census, all in the single settlement of the same name. Privlaka (kod Nina) should not to be confused with Privlaka (kod Otoka) in the Vukovar-Srijem County.
The historical traces document presence of the Liburnes here in the pre-Roman times.

The flag of Privlaka is prescribed by Decision Odluka o grbu i zastavi Općine Privlaka, adopted on 10 April 2000 by the Municipality Assembly and published on 24 July 2000 in the County official gazette Službeni glasnik Zadarske županije, No. 5.
The symbols are described in the Municipality Statutes Statut Općine Privlaka, adopted on 24 September 2001 by the Municipality Assembly and published on 10 October 2001 in Službeni glasnik Zadarske županije, No. 7. The next Statutes, Statut Općine Privlaka, adopted on 27 January 2006 by the Municipality Assembly and published on 1 February 2006 in Službeni glasnik Zadarske županije, No. 3 (text), and Statut Općine Privlaka, adopted on 9 July 2009 by the Municipality Assembly and published on 16 July 2009 in Službeni glasnik Zadarske županije, No. 14 (text), skip the descriptions,
stating only in Article 4 that a Decision prescribes them. However, the symbols' description was reinstated in Article 4 in the Statutes' Amendments Izmjene i dopune Statuta Općine Privlaka, adopted on 25 August 2011 by the Municipality Assembly and published on 4 November 2011 in Službeni glasnik Zadarske županije, No. 14 (text).
The flag is described in Article 10 of the Decision as follows:
The graphical elements in the flag are ordered to be read in a vertical order - from the hoist line to the lower edge. The ratio of the narrower to the longer side of the flag is 1:2. The flag of the Municipality of Privlaka is yellow with the coat of arms in the middle. The entire flag (except the edge along the hoist) is edged in gold with two golden fringe at the bottom corners and one in the middle.
This may make some sense provided it describes a vertical flag with three tassels. In that case, that would be some kind of ceremonial flag, although there is plenty of photo evidence that a simple horizontal yellow flag with the coat of arms is generally used.
The flag is described in Article 4 of the 2001 Municipality Statutes as follows:
The flag is coloured yellow and the sign of sea horse coloured blue is set in it.
The flag is described in Article 4 of the 2011 Municipality Statutes's Amendments as follows:
The flag is coloured yellow with the sign of the sea horse in a shield coloured blue.

The coat of arms is described in Article 7 of the Decision as follows:
The coat of arms of the Municipality of Privlaka is a blue coloured shield, and in its centre there is a sea horse coloured silver turned towards the heraldic right side.
The coat of arms is described in Article 4 of the 2011 Municipality Statutes's Amendments as follows:
The coat of arms of the Municipality of Privlaka is the historical coat of arms of the Municipality of Privlaka.
The coat of arms is the sign of the sea horse.
The design was adopted formally in 2000 and may be a few years older, but I would hardly call that "historical". Privlaka is not the only community including this claim, copying it blindly from the State regulations.
