The symbols of Novigrad are described in the Town Statutes Statut Grada Novgrada / Statuto della Cittá di Cittanova (text), adopted on 5 October 2001 by the Town Assembly and published in the Town official gazette Službene novine Grada Novigrada / Bollettino ufficiale della Cittá di Cittanova, No. 11.
This is repeated in the current Town Statutes Statut Grada Novgrada - Cittanova, adopted on 21 July 2009 by the Town Assembly and published in Službene novine Grada Novigrada / Bollettino ufficiale della Cittá di Cittanova, No. 5 (text).
The flag is described in Article 10 of the Town Statutes as "white with the coat of arms of Novigrad in the centre of it, so that the crossing point of the St. Andrew's cross matches the crossing point of the flag's diagonals. The ratio of the width to the length of the flag is 1:2".

The coat of arms is described in Article 9 of the Town Statutes as "the historical coat of arms, shield-shaped colored silver inscribed with a cross of St. Andrew colored red".
Stone carvings with the coat of arms of Novigrad are preserved from at least the 14th century; since, at least, the early 17th century, the cross is consistently a saltire throughout.

In the 1980s, Novigrad used a coat of arms with a concave top and a blue field.

The flag was bordered with red and white rectangles that alternate in a regular sequence.
