The European Organisation of Telecommunications by Satellite (EUTELSAT) was created by a convention on 15 July 1982. During its 26th meeting on 20 May 1999 in Cardiff (Wales), the assembly of the members of the Organisation adopted amendments, which were ratified by France on 24 July 2000, following the adoption of law # 2000-534 on 16 June 2000.
Accordingly, Eutelsat SA, a LLC of French right, was created on 2 July 2001. Eutelsat SA shall be supervized by restructured EUTELSAT, whose seat is located in France.

The website of the French Senate shows the law proposal #265, registered at the Senate Presidency on 6 March 2002, concerning a "seat agreement" between France and EUTELSAT (and probably adopted since then).
The law proposal includes the following article:
Article 4.
Flag and emblem
The organisation shall be allowed to show its flag and emblem on its grounds and on the transport vehicles of the Organisation and its Executive Secretary.
