The parish of Puerto Bolívar was established on 30 April 1969, as Puerto
Montufar / Puerto Rodríguez. Most of its inhabitants belong to the Siona people,
whose territory (130,331 ha) stretches over Putamayo and Cuyabeno cantons; most
of the territory (119,951 ha; 92%) belongs to the Cuyabeno Fauna Reserve.

The flag of Puerto Bolívar is horizontally divided green-blue-white with the
parish's coat of arms in the center.
Green represents the forest and its
fauna.
Electric blue represents the sky and water.
White represents the
purity of the local people.

The
coat of arms of Puerto Bolívar is a seal-like emblem with a concentric green -
inscribed "CANYON PUTUMAYO" -, blue, and white - inscribed "GOBIERNO AUTONOMO
DECENTRALIZADO PARROQUILA DE PUERTO BOLIVAR" - border.
In the center are
featured on a white background a bat, tow spears used to hunt big game, a boa
representing the power of the lake and two guacamayos (ara macaws) representing
the sound of the forest.
