Meaning:
The district in the Middle Ages belonged to either the Counts of Orlamünde, represented by the black lion with red hearts, and the Lords of Lobdeburg, represented by the silver bend in the upper right part of the arms. Later the whole area belonged to the Duchy of Sachsen-Eisenberg, the arms of Sachsen are shown in the upper left corner.
