That is the flag of the Cuerpo de Guardacostas (Coast Guard
Corps). The official abbreviation is COGAC which stands for
Comando Cuerpo de Guardacostas.
The flag can also be seen in the ribbon bar of the Medalla
Militar Servicios Distinguidos al "Cuerpo de
Guardacostas" (Distinguished Service to the Coast Guard
Military Medal), seen here in ribbon
chart (sixth row, fourth ribbon from the left).
The term Corps here refers only to an Arm of Service (or Service
Branch) within the Colombian Navy, mainly as the administrative
grouping, not a Corps as a military formation (i.e. two or more
Divisions).
The Cuerpo de Guardacostas was established in 1979. It is
composed of mainly Offshore Patrol Vessels, Patrol Crafts, Patrol
Boats and Patrol Stations.

I just came across
this page where it shows two pictures of the actual flag of the Colombian
Coast Guard :

With those two images provided above, I believe the proportions of the flag have
